Dave Penney, the former Latics manager, has been charged with assaulting a police officer and criminal damage. The incident happened as Southend United celebrated promotion to League One.
Penney is now the assistant manager at Southend United and he was arrested outside a casino in the town as the players celebrated their win over Wycombe Wanderers at Wembley.
He is set to appear at Castleford Magistrates Court on 8th June.
